Occasionally your "Y" drive will not map correctly . To function properly your USB stick needs to be mapped to "Y". This can be caused by too many drives both internal or USB devices attached to the system you are starting your PE disk on. Consequently none of the application shortcuts will work. This video shows one way of fixing this issue.
